Tensions rise as residents confront fire officials over Lower Dry Creek Fire response

MILTON-FREEWATER — Tension boiled over Thursday night as frustrated residents confronted fire officials during a community debriefing on the recent Lower Dry Creek Fire, pointing to missed opportunities and controversial “stand down” orders as reasons lives and properties were devastated.
The meeting, held at the Elks Lodge by the Milton-Freewater Rural Fire Department, served as a public forum for officials to review the fire response and hear directly from affected community members.
Emotional residents recounted losing lifetime possessions and sacred family keepsakes, alleging firefighters failed to suppress manageable hot spots early on and prioritized evacuation orders over active firefighting efforts. Several local farmers detailed how they took matters into their own hands, using personal water trucks, tractors, and disking equipment to cut line and protect homes when official aid seemed scarce.
Officials, including Milton-Freewater Rural Fire Department Operations Chief Reilly Miller and representatives from state mobilization teams, defended their tactical decisions, explaining that early calls prioritized saving lives over property under severe resource shortages. State coordinators noted the complex, multi-agency protocols required to request aerial support and mutual aid, acknowledging that dispatching critical equipment takes time under statewide strain.
Communication breakdowns, dead zones along Lower Dry Creek Road, and delayed road closures were key points of friction. Despite the heated exchanges, officials and local farmers expressed a shared goal to improve interagency cooperation and establish better emergency communication channels before the region faces another destructive blaze.
The Lower Dry Creek, which started July 15, burned 8,096 acres and destroyed six primary residences. Property losses also included 40 outbuildings, a figure that excludes vehicles. The cause of the fire is under investigation.
