College Place parts ways with Troy Rayburn, seeks new city administrator

COLLEGE PLACE — The search is on for a new city administrator in College Place after the city decided to part ways with Troy Rayburn less than a year into his tenure.
Mayor Norma Hernandez confirmed the decision, noting that Rayburn’s last day was June 30. He could not be reached for comment, and Hernandez did not share additional details regarding the separation.
Rayburn, originally from The Dalles, Oregon, was hired in October 2025 following a nationwide search led by GMP Consultants. The position had been vacant since that previous June when former administrator Mike Rizzitiello left for a job in Richland.
Hernandez stated that the city has decided not to use an outside recruiter this time around.
“We just didn’t feel we got quality candidates last time, and it was very expensive,” Hernandez said, noting that the previous recruiter contract and travel expenses totaled about $70,000. “We just felt that we’ll give it a shot ourselves and see where it goes from here.”
The position was posted July 2 with an annual salary offer of up to $150,000 to $175,000. Applications closed this past Friday, July 17. Hernandez said she will review the applications with the city’s human resources department to decide on next steps.
Until the chief executive role is filled, Hernandez and department heads will fulfill the responsibilities.
