SALEM – Oregon Gov. Tina Kotek announced more than $102 million in shelter funding awards are being given to 22 regional coordinators across Oregon through the Statewide Shelter Program. One of the beneficiaries is the Community Action Program of East Central Oregon (CAPECO).
CAPECO provides services for people in Umatilla, Morrow, Gilliam, and Wheeler counties. The nonprofit organization is awarded $1,710,623. It offers several programs to address homelessness and operates the Promise Inn in Pendleton.
Oregon’s state shelter program now supports more than 5,000 shelter beds to help people stay off the streets. It was formed by the work of a group formed by Kotek and Rep. Pam Marsh (D-Ashland) in 2024. It brought together a coalition of state, city, and county agency representatives, legislators, direct service organizations, and shelter operators.
The program is overseen by Oregon Housing and Community Services. OHCS notified the recipients and notified them that they will serve as regional coordinators. The funding was awarded in a competitive process to regional coordinators who represent urban, suburban, rural, and coastal counties.
