CTUIR, Cairnspring Mills officially kick off Blue Mountain Mill partnership

PENDLETON – A ceremony celebrating the partnership between Cairnspring Mills of Burlington, Washington, and the Confederated Tribes of the Umatilla Indian Reservation was held Wednesday for the Blue Mountain Mill – the first flour mill on the reservation.

The mill will create over 20 jobs and, at full capacity, will produce 110 million pounds of flour annually.

“I look at 20 sites, almost 12 just in Umatilla County, and none of them felt right,” Cairnspring Mills Co-Founder and CEO Kevin Morse said. “Looked at the Coyote Business Park, and as soon as I stepped onto this property, I knew it was the place.”

The 27,000 square foot facility will include a 12,000 square foot warehouse and 10,000 square foot mill. Blue Mountain Mill is in Coyote Business Park South at I-84 exit 216 and is anticipated to be operational in August 2026.

Blue Mountain Mill is Cairnspring Mills’ second facility. The company operates a mill in Skagit County, Washington.
