Rep. Owens expects upcoming legislative session to focus on Measure 110

JOHN DAY – Oregon House District 60 Representative Mark Owens was on KJDY’s Coffee Time, and during the visit he mentioned one topic that he anticipates getting a lot of attention during the 2024 Short Legislative Session:

“The main issue that I think will be addressed that’s kind of outside what the original Short Session would be, but in my mind has elevated to the point where we need to do it now, or even at Short Session, is to fix or repeal the failed experiment of Measure 110.”

According to the OHA, the Drug Addiction Treatment and Recovery Act (Ballot Measure 110) reduces the penalty for possessing small amounts of illegal drugs in Oregon and has been in effect since Feb. 1, 2021.

Owens said that before Measure 110 was enacted, Oregon ranked 49th in the nation for providing treatment services and mental health services to those with addiction. He said since then, Oregon’s ranking has gone further down, and the state is currently ranked at 50th in the nation.
