UNION COUNTY MAN SENTENCED TO 25 YEARS IN PRISON ON CHILD SEX ABUSE CHARGES

UNION COUNTY — (Release from the Union County District Attorney) On June 16, 2023, David Normandy was sentenced to nearly 25 years in the custody of the Oregon Department of Corrections. Senior Judge Paula Brownhill sentenced the defendant after a Union County 12-person jury convicted the defendant on June 8, 2023 of 14 counts. Judge Brownhill immediately remanded the defendant into custody upon his conviction. Union County District Attorney Kelsie McDaniel tried the case and handled sentencing for the State.

The counts included Using a Child in Display of Sexually Explicit Conduct, Encouraging Child Sex Abuse in the Second Degree and twelve counts of Sex Abuse in the First Degree. The State charged Normandy with the above counts after a sexually explicit video of a child was discovered in the defendant’s cloud account. An extensive investigation ensued in which two minor children disclosed that the defendant had been touching them inappropriately as well. Both minor victims testified at trial and DA McDaniel indicated that both girls showed incredible bravery in their testimony. “Many adults could not face what these two young women went through, and their resilience and strength was obvious. I am incredibly proud of them in standing up to their abuser.”

Judge Brownhill similarly made statements at the sentencing hearing praising the victims for their testimony.

District Attorney McDaniel would like to thank the La Grande Police Department, specifically Detective Sergeant Oscar Miller for his hard work in investigating this case, and the Oregon Department of Justice for their digital forensic work on the matter.
