The following is a news release from the Oregon State Police:
On Saturday, April 29, 2023, at approximately 10:01 P.M., the Oregon State Police responded to a vehicle versus pedestrian crash on Hwy-395, near milepost 4A, in Umatilla County.
The preliminary investigation indicated a 2014 Ford F150, operated by Jeffrey Dean Toms (53) of Boardman, was traveling southbound in the slow lane when it struck a female pedestrian, Angela D. Beshers-Liles (50), who was crossing in a non-crosswalk, unlighted section of the highway.
The pedestrian was pronounced deceased at the scene by EMT’s from the Umatilla County Fire District #1.
The highway was impacted for approximately 4 hours during the on-scene investigation
OSP was assisted by Umatilla County Fire District #1, Umatilla County 911 Dispatch Center, Hermiston Police Department, and ODOT.
Editor’s note: Toms is now in Umatilla County Jail charged with driving under the influence of intoxicants, reckless endangerment, and second-degree manslaughter. His preliminary bail was set at $500,000.
