Idaho Women Arrested After Pursuit in Baker County

BAKER COUNTY — (Release from the Baker County Sheriff’s Office)
On October 29, 2022, at approximately 8:36 p.m., Sheriff Ash received information regarding a
SUV with front-end damage in the ditch on Highway 7. The reporting party was concerned that
the occupants were under the influence of a controlled substance.
Deputies responded to Highway 7 and located the vehicle at 8:56 p.m. Deputies, along with
OSP, approached the vehicle and attempted to contact the driver. The driver was uncooperative
and showed signs of impairment. The driver pulled away during the contact and drove south on
Highway 245 ignoring law enforcement commands to stop.
Law enforcement pursued the vehicle and attempted to initiate a traffic stop. The driver traveled
a short distance at low speeds, eventually pulling into a turn out. As law enforcement
approached, the passenger began yelling at law enforcement while filming them. Law
enforcement gave commands for both occupants to exit the vehicle but neither the driver or
passenger complied. The driver drove back onto Highway 245 traveling south, nearly colliding
with an OSP vehicle.
As law enforcement pursued the vehicle, it continued for approximately ¼ mile. As the vehicle
began driving along the shoulder, law enforcement vehicles surrounded the SUV, which came to
a stop. Commands to exit the vehicle were given but neither occupant was cooperative. At
approximately 10:25 p.m., the passenger exited the vehicle. Law enforcement personnel
physically removed the driver, identified as Julene Chirinos Heughins (37 yoa of Idaho), from
the vehicle.
After investigation, Heughins was arrested and charged with Driving under the Influence of
Intoxicants and Attempt to Elude Police. She was transported and lodged at the Baker County
Jail.
Baker County Sheriff’s Office was assisted by the Oregon State Police and the Baker City Police
Department.
