Angled parking is on the agenda

COLLEGE PLACE – The College Place City Council meets tonight (Tuesday) at 7 p.m. On the agenda, council members will consider a motion to adopt angled parking on Southwest Davis Avenue between Southwest Fourth and Southwest Third streets. The request comes from Walla Walla University.
After city staff, including engineers and the city’s insurance provider reviewed the request, the conclusion was made that angled parking would be acceptable based on these factors: low risk of accidents, posted speed limit of 25 miles per hour and comparable parking for another jurisdiction.
That section of Southwest Davis Avenue also meets the minimum clear travel width for a two-lane local road. One other note, Southwest Davis Avenue is a federally classified roadway. As the city grows in the future, it may be necessary to punch Southwest Davis Avenue to Southwest 12th Street. If that extension becomes reality, the angled parking may need to be evaluated if higher traffic volumes are experienced.
Also on the agenda, a motion authorizing the fiscal year 2023 to 2028 Transportation Improvement Plan. Every year, both the Washington State Department of Transportation and the U.S. Department of Transportation mandate that municipalities file a six-year plan. It is basically a wish list of road projects to be considered by WSDOT, DOT, and other agencies. The plan has four elements: street projects, chip seal projects, pedestrian projects, and the road resurfacing program. Roadways that do not appear on the wish list will not be eligible for state and federal grant funding.
