COLLEGE PLACE – The College Place City Council will consider approving two grant applications totaling $13 million for the wastewater treatment plant renovation/upgrade project and improvements to Lions Park at its meeting tonight at 7 p.m.
The total price tag on the renovation/upgrade project for the wastewater treatment plant is $22 million, but if awarded, $5 million of the project would be paid for by a federal grant from the Economic Development Administration. The city would need to look for funds to cover the remainder of the project’s costs.
City Administrator Mike Rizzitiello said the city also has an earmark request for $15 million for the wastewater treatment plan into the federal infrastructure bill and is working on additional grant requests through the United States Department of Agriculture – Rural Development and the Washington State Department of Ecology.
The wastewater facility plant upgrade is required as part of the city’s permit renewal from the state for operating the wastewater system.
Regarding improvements to Lions Park, the city has talked with Economic Development Administration staff and the College Place Lions Club about potential projects. The general concept is to pursue $8 million as $7.2 million would go toward a public design process and construction of a community center to replace the existing Lions Park Community Center which has several upcoming capital needs. The remaining $800,000 would go toward the pond separation from Garrison Creek that has been in previously adopted Lions Park plan documents. This will keep the pond from silting in and enable it to continue as juvenile fishing derby waters for years to come. The remaining $1.6 million match will consist of state Recreation Conservation office, Sherwood Trust, and city REET funds already dedicated to the Lions Park renovation project.
