WALLA WALLA – Three people arrested Thursday in College Place appeared in Walla Walla County Superior Court Friday and were formally charged on suspicion of kidnapping, robbery and assault involving two people from Walla Walla in late July.
Billy Jo R. Dynes, 27, of College Place, Arthur R. Waldon, 31, of Prescott, and Brian J. Rosenkranz, 42, of Coeur d’Alene are all charged with two counts of first-degree kidnapping, two counts of first-degree robbery, two counts of first-degree assault and two counts of first-degree harassment. All are felonies. Each suspect has a bail amount of $200,000. They will be arraigned on Aug. 16.
According to court documents, on July 27 at 6:53 a.m., officers with the College Place Police Department were dispatched to a kidnapping call involving a 28-year-old man and his 32-year-old girlfriend. The man had been released in Prescott, but the kidnappers were reported to still have the female.
The male victim told officers he and his girlfriend were at Waldon’s apartment the night before and that the pair got trapped in the apartment’s bathroom by the three suspects.
The victims were reportedly threatened with a baseball bat and a knife. The couple also said they were both hit with the bat at different times. The victims named Rosenkranz and Dynes as the most aggressive to police. They said Rosenkranz and Dynes believed the female victim had stolen from them. The alleged attacks and threats made against the victims were also alleged to have stemmed from a debt the female victim owed.
Further according to court documents, both victims had their clothes and other items taken and the female victim told police she was forced to swallow a ring she was wearing. The victims also had some hair shaved off before they were driven to the Prescott area. The male victim told police Rosenkranz was armed with a firearm as he sat in the backseat.
The male victim, wearing just boxers and socks, was dropped off along Smith Springs Road. The female victim told police she was dropped off “about three miles down the road” from where her boyfriend had been released. The victims both walked back to Walla Walla where they contacted police. A fourth suspect is being sought in connection with this incident by the College Place Police Department, but the name of the suspect has not been released.
