COLLEGE PLACE – The College Place City Council is expected to take action on a proposal for Bird Scooter Sharing to do business in College Place. The proposal was a topic for discussion in a recent council work session.
Placing a one-year zoning moratorium on manufactured home parks is another action item at the meeting. The original zoning for manufactured home parks was changed due to land use regulations to multi-family residential. That would allow many other types of housing including bed and breakfast inns, boarding houses, cottages, and apartment complexes.
City staff feels that the council did not fully appreciate how that zoning change could negatively impact affordable housing. The moratorium would give the council time to gather input, study housing needs trends, and decide whether to lift the moratorium regulate the land differently, or continue studying the issue for another six months. The moratorium would not prohibit a landowner from evicting tenants, and it would not impact rent increases.
