City helps low-income housing project

PENDLETON – The Pendleton City Council has agreed to help ease the way as Horizon Project applies for grants to help it construct a low-income housing project on Franklin Grade Road in Southeast Pendleton. It’s grant the nonprofit an option on the 3.5 acres of land.

“It’s going to allow rents at 50 percent or below the average median income,” City Manager Robb Corbett said.

South Hill Commons will offer one-, two-, and three-bedroom apartments. It will also have a group home for developmentally disabled adults as part of the complex.

“This is going to meet an important need in the community and it’s also going to extend infrastructure to a piece of property that is ripe for residential development,” Corbett said. 

Horizon requested the option on the land,  because it is easier to get grants if the land is already cleared for use. If the project does not move forward, the option will expire in three years.
