EASTERN OREGON – Residents of Eastern Oregon expressed alarm regarding a House Bill that if passed would prohibit “traveling animal act[s]” that include exotic animals like big cats, wolves, or non-human primates.
House Bill 3008 was sponsored by Representative Rob Nosse of Oregon’s District 42 which according to his Oregon includes “SE and NE Portland.”
The bill was referred to the Committee on Agriculture and Natural Resources where it remains as of this writing. There appears to be little chance of the bill’s passage in the near future.
The concern was raised by members in the agricultural community about possible effects on rodeos, 4-H events, and FFA (Future Farmers of America) events that comprise an important part of rural education programs, economic opportunities, and social activities.
The actual text of the bill prohibits traveling animal acts with exemptions made for domestic animals, including: domestic dogs, American bison, domestic cattle, domestic llama, sheep, reindeer, domestic pig, domestic goat, domestic cat, domestic ferret, domestic horse, donkey, pony, or mules. There are also carve outs in the bill for “education programs” and certain other circumstances.
While the bill, if it were to become law, would effectively outlaw traveling circuses and other shows or performances that include exotic animals, most rodeos, fairs, and other events would likely experience little impact.
